Knowledge Hub Webinar Report: How to Tackle Tech-Facilitated Harms?

This session examined both existing and potential policy frameworks for addressing threats arising from the abuse of technology. Previous Knowledge Hub sessions have mapped how malicious actors exploit digital tools to pursue political or illicit economic objectives. In many cases, tech platforms—through weak content moderation or failure to enforce their own guidelines—have inadvertently facilitated these abuses, disproportionately harming vulnerable communities such as youth, children, and ethnic minorities.

It was also highlighted that civil society must remain vigilant. This includes building capacity to collect data, monitor abuses, and advocate effectively. However, such responses remain largely reactive, and are insufficient in addressing structural issues that enable systemic harm.
